The mission of Family First Legal Advocates of Whatcom and Skagit County is to provide support and legal representation to parents who initially encounter CPS. We do not work for CPS. We work for Washington State Office of Public Defense. We offer our services of representation to parents. We are paid by the State of Washington. Parents do not need to pay for us. Ever.
Any conversations had with Family First are confidential and covered by attorney-client privilege. We cannot tell anyone what is told to our attorneys unless directed by the parent. Parents are entitled to have legal representation and support at every single conversation with CPS.
Family First Legal Advocates is a newly developed program. The Washington State legislature funded programs in several counties, including Whatcom and Skagit, that recognize that parents SHOULD receive representation the second CPS opens an investigation. That is WHY we exist.
When the police pull you over and investigate you for a DUI - initiating the potential loss of license and liberty - you are entitled to hear your Miranda rights and speak with an attorney (and for the police to halt their investigation). Likewise, when CPS contacts a parent - initiating the potential loss of life and liberty (aka their children!!) - the parent is entitled to hear that they have constitutional rights "to remain silent" and the opportunity to speak with an attorney in your county at no cost.
